About Our Practice

The mission of Channel Islands Ob/Gyn is to provide the highest quality women’s healthcare available. We practice current, evidence-based medicine for all stages of a woman’s life. We are committed to treating our patients in a compassionate and comfortable setting.

Stephen P. Carter, MD

Dr. Carter grew up in Orange County knowing he wanted to become a physician. He went on to study pre-med at UCLA and graduated with a B.S. in Biology. He then attended Medical School at Loyola University of Chicago and graduated in 1991. After finishing his residency training in Ob/Gyn he came to Ventura County to practice. He joined Dr. Belzer and help form Channel Islands Ob/Gyn Medical Group in 2000. When he is not working, Dr. Carter likes to spend time traveling with his wife Anne and their three sons. He has a private pilot license and enjoys running, soccer, surfing, snowboarding, and scuba diving.

Dr. Carter is proud of this group practice. He feels that our team provides the best Ob/Gyn care in the area. His keen interest is in technological advances such as newer minimally invasive surgical procedures that can be done in the office or the operating room. Dr. Carter has helped to implement the use of electronic records at CIOG and considers himself the “IT guy” of the office. He is happy to see new patients and referrals for these exciting newer treatment options.

Maynard D. Belzer, MD

Dr. Belzer was born and raised in Omaha, Nebraska. He went to the "famous" Omaha Central High School and graduated in 1967. He then attended the University of Nebraska where he received a Bachelor of Science degree. He was accepted in to the University of Nebraska Medical School and graduated in 1975. He did his residency training in Obstetrics and Gynecology in Dallas, Texas. He came to Camarillo January 1 of 1980 and has been practicing here ever since. He now enjoys seeing patients that have been with the practice for over 30 years. He also enjoys seeing new patients. He has been married to his wife Jeri since 1974 and they have 2 sons. In his free time, Dr. Belzer has become on of Camarillo's foremost canine advocates.
